U.S. Embassy Warns Americans Out of Michoacán as Cartel Roadblocks Spread

"Local security forces in the state of Michoacán have been put on alert," the embassy said in a security alert. "There are reports of roadblocks and criminal activity in the state which have the potential to escalate."

The alert told Americans to minimize movement, stay away from anywhere near law enforcement activity, and seek shelter at the first sign of trouble. It repeated the bottom line too: the State Department rates Michoacán Level 4, Do Not Travel, its highest warning, the same tier it reserves for active war zones.

Michoacán earns it. The state has been the battleground of a years-long war between the Jalisco New Generation Cartel, or CJNG, which the Trump administration designated a foreign terrorist organization, and a rival coalition known as Cárteles Unidos. The two have fought town by town across the region Mexicans call Tierra Caliente, the "hot land," strangling communities like Apatzingán and Aguililla with blockades and siege.

The fighting keeps getting more sophisticated. Mexico's defense secretary said the army has located 625 improvised explosive devices nationwide since November 2025, and has tied both the buried mines and a wave of explosive-carrying cartel drones to the turf wars between criminal groups. Michoacán has been at the center of that escalation.

And it can turn on a switch. In February, the Mexican army killed CJNG founder Nemesio "El Mencho" Oseguera Cervantes, and the cartel answered within hours, throwing up hundreds of burning roadblocks across some 20 states, torching buses and businesses, and killing at least 14 people, including seven National Guardsmen, in a single day. Michoacán, El Mencho's birthplace, was among the hardest hit.

The embassy did not specify what triggered the alert or how far the current blockades have spread. Its guidance was simpler than that: assume it could get worse, and stay clear.
